I'm taking the information from the tomes in-game, and any mods that affect magic were disabled, but perks and skill levels still may or may not have affected the numbers. The quest sent me to Hob's Fall Cave, the "lost library" was just a chest with spell tomes, so it may be radiant and randomly pick any spellcaster themed location. The robes that are given to you initially will be leveled for your character at the time. Edit: There are robes available from Novice to Expert levels as well, all use the same type of robe. Both of these add 150% to magicka regeneration and reduce the respective spell costs by 22%. On loading my save, two robes were dropped into my inventory, Master Robes of Conjuration & Illusion (orange tunic), and Master Robes of Destruction & Alteration (blue tunic).
